陸漁船疑越界遭擊沉 恐被罰百萬美元 博客來網路書店

（中央社台北17日電）一艘中國大陸籍漁船14日疑因非法捕魚並衝撞阿根廷海岸巡防隊巡邏船而遭擊沉，引發關注。32名獲救的船員恐在阿國接受審理，面臨100萬美元以上罰金，甚至可能沒錢返回大陸。

北京環球時報今天綜合多家外媒報導，在南大西洋海域遭阿根廷海岸巡防隊擊沉的「魯煙遠漁010號」，隸屬山東煙台海洋漁業公司。報導說，這家公司16日都在開會，高層也已從北京趕回。

大陸外交部發言人陸慷16日表示，這艘漁船在阿根廷漁場作業時，被阿國海警船追趕數小時。報導指出，陸方聲明未提及「非法捕魚」，也未提到「魯煙遠漁010號」是否反抗。

法新社16日報導，被抓的大陸漁民將被移交阿根廷警方，並面臨法院審理。路透社引述阿根廷外交部發言人表示，司法部門已對這起事件展開調查。

據阿根廷國家報報導，被捕漁民通常除了要面對100萬美元以上的高額罰金，還必須支付被沒收的非法貨物價值，並支付相關法律訴訟費和船員遣返費。很多時候，被捕船員甚至面臨沒錢返國的窘境。

美國福斯新聞網16日報導，阿根廷上回在該國水域擊沉他國非法捕撈船隻，發生在15年前。法新社評論則說，非法捕魚是大西洋和博客來書店南冰洋的老問題，但將船擊沉「極其不尋常」。

上海交通大學凱原法學院海洋法治研究中心副研究員劉丹表示，無論是否是在專屬經濟區，各地執法人員和船隻對漁民的所謂「追捕」，應是以追趕和驅逐為目的，絕非以擊沉為目的。1050317
